What is TurboPage for?

When I have TurboPage enabled the internet is very slow and I even get error messages sometimes. It's not the message from my browser (Firefox) like when I am offline and try to browse, this error message looks like it comes from the modem. I'll post a screen shot here when I see it again.

Even when I'm not getting the error messages it makes my browsing slow, is this what it's suppose to do? The status of it is 'down' most of the time with a little flag next to it. I usually leave it turned off but when I'm having trouble with the modem and try to use the troubleshooting link at Systemcontrolcenter.com it tells me to enable TurboPage. That usually causes even more trouble than what I had before. Not to mention I have to turn it off each time my modem resets (power failures or when we unplug it due to lightning storms).

I don't guess there is a way to make it stay off even after the modem gets rebooted?
