That answer is right and wrong at the same time, in order to install a VSAT in Pakistan you need to have a DINOPS license, this will allow you to transmit data from point to point with in the country, and you are not allowed to use a foreign satellite with this license for security reasons. There are 17 licenses in the country that can be use to have access using a foreign satellite, this licenses were granted for the growth of calling centers since they are providing growing income in to the country.
